| Abstract: | The deplorable condition of the Nigerian Secondary Education and Schools, calls for a concerted effort towards Education Quality Improvement. This study focuses on "creating a culture of continuous quality improvement in secondary schools". Specifically, the study sought to explore the factors that undermine continuous education quality improvement especially in Nigeria including other African countries and recommend ways towards education quality improvement. Content analytical technique was adopted to review relevant literature. Human capital development theory propounded by Schult (1971) was utilized as the theoretical framework of analysis. Among other things, the researcher revealed such factors that undermine efforts at creating a culture of continuous quality improvement in secondary schools to include corruption among relevant stakeholders, inadequate provision of infrastructure facilities, politicization of appointment of persons into Education Boards and Commissions, over emphasis on paper qualifications, Theory-practice gap, lack of political will to implement educational policies and programmes, inconsistency and discontinuation of programmes. The researcher therefore, recommended proper funding, regular training of teachers, merit based recruitment, strict adherence to national education policies, effective supervision and monitoring as measures to enthrone a culture of continuous quality improvement in secondary schools. |
